Know about Mexican Taxes for travelers in 2025

Mexico as a country has 31 states and a capital known as Mexico City. Among the states is Quintana Roo, where Cancun is located, the main tourist destination in the country as well as Isla Mujeres, Playa del Carmen, Puerto Morelos, Tulum, Cozumel, Bacalar, Holbox and Akumal among others.

The state of Quintana Roo has its own government, which, in order to maintain and improve all these tourist centers, their beaches, roads and services, has designed strategies to finance these projects with fees on visitors to the state.

These mexican taxes for tourists are not very clear. That’s why we’ve conducted extensive research with official sources to clarify what you should consider when traveling to Cancun, Tulum, Playa del Carmen, Cozumel, and any city in Quintana Roo.

Lets begin telling which are the tourist mexican taxes that should be paid in Mexico and Quintana Roo in order to explain them:

Three new Mexican taxes added from January 2025

Travelers arriving in Quintana Roo (Isla Mujeres, Cancun, Playa Del Carmen, Tulum, Cozumel, etc.) will be required to pay three new mexican taxes: • All cruise ship passengers arriving in Cozumel and Costa Maya (Mahahual) are required to pay a tax of $50 pesos per person  For sport fishing, a tax per person of 2.5 UMAs was added, which is equivalent to $283 pesos  And all swimming with dolphins activities will now include a tax of $50 pesos per person as well.

Environmental Tax

Is a local tax charged for each room and each night you stay in a hotel, inn, hostel, B&B and even motel. It is administered by each city in the state of Quintana Roo and varies in price depending on where you stay. For example, in 2025 this tax in Cancun is $76 pesos per night per room, but in Playa del Carmen, this tax is calculated different as the amoun to pay is $54 pesos per couple in a room. Unlike Tulum, which calculates the environmental tax considering the number of people over 12 years of age occupying a room.

How is the Environmental Sanitation Tax paid?

Usually is not included in the price of the resort reservation so the hotel or lodging center will collect the fee at check-in in the state of Quintana Roo (Cancun, Isla Mujeres, Costa Mujeres, Playa del Carmen, Cozumel, Puerto Morelos, Tulum, Bacalar, Holbox, etc.). The amount charged for this concept may be different from the official one since some lodging centers add administration fees to the amount.

On the other hand, there is a federal tax renamed in 2021 as DNR Mexico, known as FMM Mexico too, which is charged by airlines upon purchase of plane tickets to all passengers who do not have a Mexican passport.

Finally, there is a mandatory state tax in Quintana Roo for all travelers arriving to the airports of Cancun, Tulum, Chetumal and Cozumel, called VISITAX. This tax is not included in the plane ticket and must be paid on their own by all passengers without a Mexican passport, being mandatory for all ages.

You may not know exactly what VISITAX is or why it’s essential. This is one of mexican taxes and was implemented in 2021 by the state government for the improvement and maintenance of the state’s beaches, infrastructure and turistic services. Note that Quintana Roo is not the only state that requires a tourist tax like the VISITAX. More than 60 destinations around the world already require a tourist tax like this.

Once you paid it, your VISITAX QR receipt will be valid for 3 months for travel to any city in the state. You should know that people who have a Mexican passport are not required by law to pay this tax regardless of where their flight comes from.

For Official VISITAX some forms need to be filled in a process to be able to pay and receive your authorized receipt with the QR and folio.

Another option to pay is make the lines at Cancun Airport and Tulum Airport to pay in cash directly at the official modules, but consider arriving well in advance since there may be long lines when you have to fill out a VISITAX form for each person and then make another line to pay, which could be fatigue and a risk of delay and cancellations of contracted services or even loss of flights.

VISITAX government agents are now present in all terminals at Cancun Airport arrivals in the secure area just before customs and Tulum Airport. They are clearly recognizable and you must stop if approached.

Federal Tax for Foreigners (DNR)

DNR is one of the Mexican Taxes for tourists in 2025

Formerly known as FMM Mexico, the DNR is a Federal government fee that must be paid by visitors who do not have a Mexican passport when entering Mexico by air and sea. In cases of arrival by land, payment will only be required if the stay in the country is longer than 6 days (From 7 onwards), if it is shorter, the payment of this tax will not be required.

The DNR rate is $860.56 pesos (USD$42) being mandatory for each person who enters the country, including minors from 2 years of age. The DNR tax proof of payment may be required when leaving Mexico, so it is important to consider paying it to avoid unpleasant experiences, fines and even missed flights.

Where to pay the DNR?

If you travel by air, this tax is charged by the airline at the time of purchasing the plane ticket. If you arrive in a cruise, the company will charge it in the taxes rates at your booking. By land, the DNR tax must be paid filling this official form and pay in any bank in Mexico or at the place where you are entering the country, where they must issue you the corresponding proof of immigration rights, presenting your passport and the multiple immigration form (FMM) as long as your reason for travel is tourism or business.

Traveler Mexican Taxes FAQ's

This tax is mandatory for all travelers of any age with a foreign passport who enter and/or depart from one of the airports located in Quintana Roo. Travelers with mexican passport are not required by law to pay this tax regardless of where their flight comes from.

We make it easier for you by helping you obtain your Official QR receipt from Visitax by filling out the simple form on this page. You can also pay in cash directly at the official modules established at the Cancun Airport and the Tulum Airport. If you decide to do so, consider arriving well in advance as long lines may form when having to fill out a form for each person and then make the payment there, which could represent a risk of fatigue, delay, cancellations of contracted services and even missed flights. Some users says that the official site VisiTax sometime fails to deliver their QR recipie. For this try again at another time and check before paying again, as sometimes the system freezes but still makes the payment and generates the receipt. If you let us do the procedure, our system will be in charge to fix this.

Visitax is a right that is collected by the State of Quintana Roo, it is available income, which in terms of article 25 of the Expenditure Budget for fiscal year 2024, must be allocated to the concepts mentioned in article 14 of the Law of Financial Discipline of the States and Municipalities. Effective on December 2022, the Law of Rights of the State of Quintana Roo, article 51-octies has been amended to make VISITAX mandatory for all international visitors. The only exemption applies to individuals entering the state from the southern border.

You must present your QR code when asked. The officer will scan the smaller QR code, accessing a government-only dashboard to display your VISITAX records. If you do not have a QR code, you will need to purchase one. After doing so, the officer will scan the smaller QR code to check your past payments. (If a consumer scans the small barcode you will receive an 'access denied' message, this is normal)
